Present were Mayor Michael Dylan Brennan and council members Michele Weiss (vice mayor), Christopher Cooney, Brian J. King, Threse Marshall, John P. Rach, and Win Weizer. Sheri Sax was excused. Also present were Clerk of Council Kelly Thomas, Law Director Bradric T. Bryan, Finance Director Dennis Kennedy, and City Engineer Brenda Mockbee. The meeting ran for 29 minutes.

Public comment

A resident voiced concerns regarding safety at the intersection of Edgerton and Silsby and suggested that stoplights, speed bumps, and blinking speed signs might reduce danger. She congratulated the city’s handling of the Halloween holiday.

Mayor’s report

The mayor did not offer a full report but took the opportunity to exhort listeners to vote on election day.

Directors’ reports

Financial Director Dennis Kennedy reported up-to-date numbers on the city’s revenue and expenses. 

Fire Chief Robert Perko said a residential fire had occurred that morning (Nov. 4) around 10 a.m. 

Service Director Allen Pennington said the leaf removal program has undergone three pick-up rounds and was expected to continue through December. October collection data indicated that 34.9 tons of recycling had been collected for the month. 

City Engineer Brenda Mockbee said work has begun on the Silsby water main, the Purvis Park courts were nearly complete, the pavement marking program was still underway, and she would soon be closing out on upcoming water projects on Saybrook and Traymore. 

Economic Development Director Susan Drucker discussed a recent Economic Development Committee meeting in which further steps were made to revise the zoning code. They were moving toward a public hearing. She mentioned coming open houses for the Knez town homes on Nov. 21 from 3 p.m. through 6 p.m.

Council action

Council approved seeking bids for new signage at Purvis Park and the Susan K. Infeld Gazebo. There was some discussion whether the signage would be referred to the architectural review board consistent with other applicants, given that proposed designs included an animated electronic development. 

Council approved the purchase of a 2025 Ford Escape and other equipment on behalf of the police department at a cost of approximately $33,000.

Council committee reports

Community Outreach Committee: Councilman Brian King said they were working to improve the poor quality streaming of council meetings and consulting with Starfish Computer Corporation on the issue.

Vice Mayor Weiss said the financing of municipal facilities would be discussed at an upcoming Finance Committee meeting. She mentioned the upcoming council retreat.
